Consumer Department - Vacancy

Mr. Denkers, M.Sc. in economics, has been director of ACM’s Energy Department since October 2023. Previously, he was director of ACM’s Competition Department from 2015 until October 2023. He worked at the Netherlands Authority for the Financial Markets (AFM) between 2002 and 2015. During the last seven years at AFM, he was Head of the Financial Institutions Supervision Group. Prior to that, he worked at PwC and Barclays, among other firms.

Paul de Bijl, PhD in economics, has been ACM’s Chief Economist since May 2022. Before joining ACM, he was an independent consultant (Radicand Economics) and digital strategist at Ngrane. From 2015 until 2023, he also held part-time academic positions at the Utrecht University School of Economics and School of Law. From 2013 until 2015, Paul was visiting professor in Regulatory Economics at the WHU Otto Beisheim School of Management (Germany). Prior to that, he was head of the department Competition and Regulation and Health Care at the CPB Netherlands Bureau for Economic Policy Analysis (CPB).

Mr. Bos, M.Sc. in economics, has been director of ACM’s Competition Department since October 2023, and acting director of the Health Care Department since November 2024. Prior to that, he was director of ACM’s Energy Department between 2013 and 2023. He also held various positions at the Netherlands Independent Post and Telecommunications Authority (OPTA) between 2005 and 2013: first, as head of the Markets Department, and then as head of the Consumers, Numbers and Chair’s Office Department. He had previously worked at, among other organizations, the Dutch Ministry of Economic Affairs and the Netherlands Competition Authority (NMa).

Ms. Hamilton, M.A. in public administration and a postgraduate degree in operational and internal auditing, has been the acting director of ACM’s Corporate Services Department since May 2025. Before joining ACM, she was the director of the Financial Affairs Department at the Ministry of Infrastructure and Water Management (I&W). Prior to that, Ms. Hamilton held various managerial positions within the wider corporate services, policy, and auditing domains at the Foundation for Cooperation on Vocational Education, Training and the Labour Market (in Dutch: Samenwerkingsorganisatie Beroepsonderwijs Bedrijfsleven, SBB), the Ministry of Education, Culture and Science (OCW), the Ministry of Justice and Security (J&V), and the Ministry of Defence.

Mr. Broers, MBA and PhD in physics, with a background in public administration, has been the director of ACM’s Information and Digital Services Department since January 2026. Prior to that, Mr. Broers was the director of ACM’s Health Care Department and, during the energy crisis, program director Consumer Tariffs for Energy. Before joining ACM in 2015, Mr. Broers led two major reorganizations at VU University Amsterdam and the University of Amsterdam. Between 2002 and 2012, he worked at one of ACM’s predecessors, the Netherlands Competition Authority (NMa). During his time at NMa, he led the antitrust investigations into the construction sector, and laid the foundations for ACM. Prior to that, Mr. Broers worked at Shell for seven years.

Ms. Schoch, M.Sc. in economics, has been the director of ACM’s Telecommunications, Transport and Postal Services Department since December 2025. Before joining ACM, Ms. Schoch was the Director of Tax Policy at the Dutch Ministry of Finance. Prior to that, she held various positions (including management positions) at the same ministry, including Deputy Director of International Affairs and Head of International Economics and Financial Institutions. Before working at the Dutch Ministry of Finance in 2009, she gained international experience at the United Nations in New York, among other organizations.

Sander van Wesemael, M.A. in communication studies, has been director of ACM’s Policy and Communications Department since March 2026. Previously, he served as Strategy & Planning manager in ACM’s Energy Department. Between 2011 and 2024, Mr. Van Wesemael held various positions at the Dutch central bank DNB. Prior to that, he worked at the Dutch Authority for the Financial Markets (AFM).
