Registration as an energy market participant
If you wish to trade on the European energy market, you will need to register first, and keep your registration up-to-date. You must register with the regulator in the country in which you are primarily active. If your company from outside of the EU is an energy market participant, you will have to designate a representative in the Netherlands for the registration. This also applies if, for example, you participate through direct electronic access.
The Dutch energy market
As a participant of the Dutch energy market, you must register with ACM. You are considered a market participant of the Dutch energy market in the following situations:
- Your business is located in the Netherlands, and you wish to trade in energy products on the wholesale market of the Netherlands or the European Union.
- Your business is located outside the European Union and you wish to trade energy products on the European wholesale market. In addition, you are primarily active on the Dutch market.
If you are located in another EU country, you register with the regulator in that country.
Market access through Direct Market Access or Direct Electronic Access
If you are active on the Dutch wholesale market through an energy exchange, and you do so using the account of another market participant, for example through Direct Electronic Access or Direct Market Access, you are considered a market participant yourself as well. You will need to register.

Representative for non-EU market participants
Market participants from non-EU member states that have been registered with ACM must designate a representative in the Netherlands. This requirement also applies to market participants that participate through direct access.
The representative:
- Is designated in writing, and is authorized to act on behalf of the market participant;
- Is the point of contact for us, other European national energy regulators, and the European energy agency ACER;
- Must comply with requests from us, other European national energy regulators, and ACER.
Please enter the representative’s details in the CEREMP registration system. When registering the market participant, you provide the following details:
- Name
- Email address
- Postal address
- Phone number
Updating your details
Please keep your registration up-to-date, and update your registration details (in Dutch) as soon as something has changed, for example:
- New address
- Different contact person
- Different organization structure
