Public consultation of the draft report on the market investigation into veterinary services for pets

The Netherlands Authority for Consumers and Markets (ACM) has conducted a market investigation into the Dutch market for veterinary services for pets. In this market investigation, ACM has examined whether this market is functioning well, and where possible bottlenecks are.

he market investigation has revealed that pet owners must be protected better against the increased risk of higher prices and overtreatment, which refers to treatments that go beyond what is suitable for the animal and its owner. In its draft report (ACM puts forward recommendations to create, just like in the health care market for humans, safeguards that protect pet owners.

ACM wishes to conduct this market investigation in a transparent manner and with care, which is why it believes it is important to take into account insights from stakeholders. ACM has therefore published this draft report for consultation.

Responding to the market investigation into veterinary services for pets

ACM invites stakeholders to submit their responses or suggestions to the findings of the market investigation as well as to the recommendations. Stakeholders are pet owners, but also businesses, organizations, and professionals active in the sector, such as vets and others. ACM will examine the responses, and take these into account when drafting the final report, which is expected to be published in March 2026.

In this form, ACM poses several consultation questions. Stakeholders can decide for themselves to which questions they wish to respond. Please write clearly and consisely, and please substantiate your responses with facts as much as possible, and with references to sources or by uploading documents, if possible.

In order to have a transparent process, ACM will publish the responses from businesses and organizations on its website. Responses from pet owners will not be published by ACM. Other responses will be published by ACM in consultation with you. Therefore, please make sure your response does not contain any confidential information.

On Wednesday 11 February 2026, ACM will hold an interactive meeting with the sector, where stakeholders that have responded to the draft report have the opportunity to explain their responses in person. In the form, you can indicate whether you (and/or your business or organization) are interested in attending this meeting. After assessing all responses, ACM will announce who will be invited to the meeting.
